It is the regulating body for higher secondary (10+2 stage) education in the state of Assam. The Assam government established the Assam Higher Secondary Education Council on 1 June 1984 to regulate, supervise and develop the system of higher secondary education in the State of Assam.

The Assam Act, XXV of 1961 (Assam Secondary Education Act, 1961) was passed to establish a Board of Secondary Education in the state to supervise, regulate, and develop Secondary Education in Assam. The Act came into force on 29 January 1962 with the publication of the Government of Assam, Education Department Notification. Thus the Board of Secondary Education, Assam (commonly known as SEBA) came into existence on 14 March 1962.
The functions of the Assam Board are to:
1. enforce the rules and regulations for the affiliated schools
2. prescribe the syllabus
3. devise courses of study like the textbooks
4. conduct board and other exams in the state
The Board of Secondary Education, also known as SEBA, is responsible for conducting the HSLC Exam (High School Leaving Examination) for Class 10 students. The SEBA board also supervises, regulates, and develops the system of Secondary Education, i.e. Class 10 in the state of Assam.
